About: Turnkey customers moved toward national trust bank charters between September 18 and October 5, 2026, joining Anchorage Digital, which already holds a charter.

Audience: Fintech, stablecoin, and AI agent builders evaluating regulated partners and wallet infrastructure.

What you’ll learn:
  • What an OCC national trust bank charter is
  • Where Catena, Agora, Modern Treasury, Rain and Anchorage Digital stand in OCC charter status
  • Where Turnkey’s wallet infrastructure fits alongside these charters

Reading time: ~5 minutes

Between September 18 and October 5, 2026, the OCC granted preliminary conditional approval to two proposed digital asset trust banks, Catena Trust Bank and Agora National Trust Bank, while Modern Treasury and Rain announced applications for national trust banks of their own.

All four are Turnkey customers. A fifth Turnkey customer, Anchorage Digital, has operated under a federal charter since 2021.

For builders choosing a custody, stablecoin, or payments provider, that provider’s charter shapes which services it can offer under federal supervision, from digital asset custody to stablecoin issuance and redemption. The right wallet infrastructure can power those services, with secure wallet creation, transaction signing, and policy controls over how assets move.

This article looks at these five Turnkey customers, explains where each stands with the OCC, and shows how Turnkey’s infrastructure supports their products alongside their charters.

What is an OCC national trust bank charter?

The OCC charters and supervises national banks. Under its 2026 chartering rule, national trust banks are limited to the operations of trust companies and related activities, which the rule says can include non-fiduciary activities such as custody alongside fiduciary services.

For a digital asset company, a charter can provide a federal framework for services such as digital asset custody or stablecoin-related operations. It also brings regulatory oversight and requirements.

1. Catena: conditional approval for an AI-focused trust bank

Catena homepage

Catena describes itself as a governance and banking platform for AI agents. Its founders include Circle co-founder Sean Neville.

On September 18, 2026, the OCC granted preliminary conditional approval for Catena Trust Bank, N.A. The proposed bank would offer trust and fiduciary services, including digital asset custody. Catena is building financial infrastructure for businesses that want AI agents to make payments and manage funds within defined controls.

Turnkey support for Catena

Turnkey protects Catena’s agent wallets with enclave-secured key management and programmable policies for spending limits, approvals, and identity checks. This gives agents room to act within rules set by the business.

2. Agora: a stablecoin business seeking a national trust charter

Agora homepage

Agora issues AUSD, a fully reserved dollar stablecoin, and provides APIs for businesses to mint, move, and earn with it.

On September 18, 2026, Agora received preliminary conditional approval for Agora National Trust Bank. The OCC’s decision says Agora plans to move AUSD issuance from its Bermuda entity into the new bank once it is established.

Turnkey support for Agora

Turnkey supports Agora’s stablecoin products by providing the non-custodial wallet infrastructure behind its in-platform wallets. Customers can use these wallets to hold, send, and receive AUSD, USDC, network gas tokens, and other supported assets.

3. Modern Treasury: an application built around payments and custody

Modern Treasury homepage

Modern Treasury provides infrastructure for global money movement and has powered over $600 billion in payments.

On October 5, 2026, Modern Treasury announced that it had applied to establish Modern Treasury National Trust Bank. The company says the proposed bank would add federally supervised digital asset custody to its money-movement and settlement infrastructure. The proposed bank would not make loans or issue stablecoins. The application remains subject to OCC review.

Turnkey support for Modern Treasury

Turnkey secures the wallet layer behind Modern Treasury’s non-custodial Stablecoin Wallets and integrates directly with its platform API. Modern Treasury customers can use the wallets through that API without building or managing a separate wallet integration.

4. Rain: an application for custody and stablecoin services

Rain homepage

Rain is a stablecoin payments platform, a Visa and Mastercard Principal Member, and one of the major stablecoin card issuers.

On October 5, 2026, Rain filed an application to establish Rain National Trust Bank. The proposed institution would provide digital asset and dollar custody, stablecoin reserve management, and issuance and redemption services, subject to OCC approval. Rain says the bank would not accept deposits, offer consumer accounts, or make commercial loans.

Turnkey support for Rain

Turnkey supplies wallet and signing infrastructure for Rain’s stablecoin payment products, with programmable controls over transaction authorization. Rain builds the payment experience; Turnkey secures the wallet operations behind it.

5. Anchorage: an early federally chartered digital asset bank

Anchorage Digital homepage

Anchorage Digital describes itself as “the first federally chartered crypto bank.” It’s an early example of a digital asset company operating inside the national bank framework, well before the current wave of applications.

Anchorage Digital Bank received its OCC charter in January 2021 and is listed by the OCC as an active national trust bank. It also runs an Agentic Banking beta, which lets AI agents transact on regulated financial rails with built-in custody, compliance, and policy controls.

Turnkey support for Anchorage

Anchorage uses Turnkey Verifiable Cloud to power its transaction-visibility solution, making this a distinct partnership alongside Turnkey’s wallet infrastructure work with the other companies in this roundup.

Turnkey: Wallet infrastructure for the next wave of OCC-chartered institutions

As financial companies combine traditional money movement with onchain assets and programmable transactions, they still need their own compliance programs, operational controls, and regulatory permissions.

Turnkey supports these needs with infrastructure for generating wallets, signing transactions, and enforcing programmable controls over who can act and under what conditions.

These five companies demonstrate where regulated finance is headed and the central role Turnkey’s infrastructure plays in powering its next chapter.
